According to the report, Kern County supervisors have received significant backlash from community members outraged at the board’s decision. KHS is an independent taxpayer-funded insurance agency created by the county and consisting of approximately 180 employees. KHS is similar to an HMO in that it manages healthcare through a network of providers for Medi-Cal recipients.

Supervisor Ray Watson defended the pay raise, saying he was told the raise was reviewed by a KHS committee and was given only after Ms. Sorrell scored in the “80th percentile” of an evaluation.

The board was divided over the decision to award Ms. Sorrell a pay raise last week. The deliberation resulted in a 5-4 vote following the early departure of one board member from the meeting.
