So far, 26 states have submitted proposals to CMS to experiment with capitated payments and managed fee-for-service approaches for 3 million patients who qualify for both Medicaid and Medicare. Critics have expressed concern that the scope of the demonstration project is too broad. They include Sen. Jay Rockefeller (D-W.Va.), who recently asked HHS to halt implementation of the program in order to develop a “well-designed and thoroughly evaluated care coordination model for dual eligibles that meets the standards outlined in the [Patient Protection and Affordable Care Act].”
