6 section 1332 waiver actions under Trump

Here are six section 1332 innovation waiver actions under President Donald Trump's administration since July.

*Note: Under the ACA, section 1332 waivers allow states to opt out of specific requirements of the law to implement different health coverage models, as long the models have similarly comprehensive benefits and are as affordable, comparable in terms of number of state residents covered and do not increase the federal deficit.

1. CMS rejects Massachusetts' waiver application
CMS denied a section 1332 waiver application submitted by the state of Massachusetts.

2. Iowa withdraws ACA waiver application, calls law 'unworkable'
Doug Ommen, Iowa's insurance commissioner, sent a letter to HHS and the Treasury department Oct.23 announcing the state would withdraw its section 1332 waiver request.

3. Trump administration misses deadline to approve Oklahoma's ACA waiver
Oklahoma's health commissioner blamed President Trump's administration for missing a final deadline to approve its section 1332 waiver to implement a reinsurance program in 2018. 

4. CMS approves Oregon's 1332 waiver to bypass ACA's single risk pool rule
CMS greenlighted Oregon's section 1332 innovation waiver Oct. 19 aimed at shoring up its individual insurance market. 

5. CMS approves Minnesota's 1332 waiver
Minnesota's section 1332 innovation waiver gained CMS approval Sept. 22.

6. CMS OKs Alaska's reinsurance expansion proposal
CMS greenlighted Alaska's section 1332 state innovation waiver application to expand its reinsurance program for individuals with high-cost conditions.
