That approval number is lower that the Gallup poll from January, which showed a 38 percent approval rating.
Since the 2012 presidential election, Americans have shown consistent disapproval of the health reform law, according to the Gallup report.
According to the Gallup poll, 74 percent of Democrats, 33 percent of Independents and 8 percent of Republicans approve of the PPACA. Also, 56 percent of nonwhites and 29 percent of whites approve, according to the poll.
During their campaigns for the 2014 midterm elections, many Republicans used the PPACA and their opposition of it as a campaign strategy. According to the Gallup report, that might have contributed to the health reform law's approval rating hitting a new low.
The Gallup poll results came from telephone interviews conducted Nov. 6-9.
