House Panel Requests HHS Explain Unused Funds That Will Carry Over

The House Energy and Commerce Committee will continue to examine HHS and three other federal agencies to eliminate waste and streamline programs after finding the federal government’s total unexpended balances are estimated to exceed $2 trillion by the end of fiscal year 2012.

The committee’s review includes balances that are both obligated (funding assigned to projects not yet spent) and unobligated (previously obligated funding left over from a completed initiative and carried forward to be re-obligated at a later date).

According to the Office of Management and Budget’s FY 2012 “Balances of Budget Authority,” at the end of FY 2010 HHS had more than $175 billion in obligated balances carried forward, as well as more than $51 billion in unobligated balances carried forward.

Setting a Nov. 3, 2011, deadline, the House panel is asking the four agencies for a complete, detailed list of programs and other expenditures. The panel has also requested whether the billions of dollars in question remain unobligated, have been obligated or have been obligated but not spent. It also requested the level of unspent balances that have been carried forward into FY 2012.
