Gov. Rell expressed concerns over the cost of the plan, which is estimated to be $50 million annually in debt service and $13 million annually in labor for the state. The proposal is unlikely to move forward following the rejection, according to the report.

The proposed partnership between UConn and Hartford called for the development of a university hospital with locations in Farmington and Hartford. The new Farmington facility would be jointly owned by UConn and Hartford Healthcare; the Hartford facility would continue to be owned and operated by Hartford Healthcare.

Under the proposed agreement, Hartford Healthcare would assume UConn’s debts, but the state would be responsible for the cost of building the new hospital.

UConn President Michael Hogan warned that without a partnership the medical center may have to reconsider its public service mission in order to remain financially viable, according to the report.
