House Bill 1273 proposed a 23-member authority charged with making recommendations to implement a single-payer health-care system in the state.

The bill was approved by the House Business Affairs and Labor Committee in March, but Kelfas dropped the bill after "apparently lacking votes needed for final approval," according to the report.
