The decision comes as uncertainty regarding the future of the ACA’s cost-sharing reductions remains unresolved. The lack of clarity has pushed some health plans to contemplate exchange exits and premium hikes.

In addition to Anthem, Hartford, Conn.-based Aetna and Bloomfield, Conn.-based Cigna submitted preliminary filings to sell insurance on Virginia’s exchange for 2018. Minnetonka, Minn.-based UnitedHealth Group did not submit plans to sell coverage in Virginia, and a spokesperson confirmed to The Wall Street Journal the payer will exit the state’s 2018 exchange.

Kentucky and Virginia have some of the earliest submission deadlines for health plans, according to the report. The filings are preliminary and payers can change them in coming weeks or months.
