15 key dates for ACA insurance marketplace ahead of open enrollment

With the future of cost-sharing reductions — which help insurers offset the cost of coverage for low-income Americans — on the line, insurers face increased uncertainty as key dates approach in the application and rate request process for ACA exchange participation.

Here are 15 key dates leading up to the 2018 open enrollment, according to CMS.

1. Target date for CMS to publish initial proposed rate filing information for single risk pool coverage on https://ratereview.healthcare.gov — Aug. 1

2. Deadline for states with an effective rate review program to publicly post proposed rate increases subject to review for single risk pool coverage — Aug. 1

3. CMS to send first correction notice to insurers — Aug.1 to Aug. 2

4. Deadline for service area petition — Aug. 4  

5. Last day for health plans to change qualified health plan application — Aug. 16  

6. Deadline for rate filing justifications for single risk pool coverage that includes a QHP to be in a final status — Aug. 16

7. Final CMS review of final QHP application submissions received as of Aug. 16 — Aug. 17 to Sept. 11  

8. CMS sends final correction notice to payers with agreements for signature and plan lists for confirmation — Sept. 14 to Sept. 15

9. Insurers send signed agreements and confirmed plan lists to CMS — Sept. 16 to Sept. 27

10. States send CMS final plan recommendations — Sept. 27

11. CMS sends certification notices with countersigned agreements and final plan lists to payers — Oct. 10 to Oct. 12

12. Limited data correction window: Outreach to payers with CMS or state-identified data errors; insurers submit corrections; CMS reviews and finalizes data for open enrollment — Sept. 15 to Oct. 7

13. Target date for CMS to post all final rate filing information for single risk pool coverage on https://ratereview.healthcare.gov — Nov. 1

14. Target date for states with an effective rate review program to post final rate increase information for single risk pool coverage — Nov. 1
