For 10 states, Medicaid and other healthcare programs were over budget as they planned for 2013, which is higher than last year, according to the fall 2012 report from the National Conference of State Legislatures (pdf).
Medicaid continues to be one of the biggest areas of overspending for states. The 10 states in which Medicaid was underfunded for the 2013 budget were California, Connecticut, Georgia, Iowa, Maine, Maryland, Nevada, Texas, Virginia and West Virginia.
Texas was one of the more extreme cases, noting its Medicaid program was underfunded by almost $4.3 billion. Earlier this year, Texas Gov. Rick Perry (R) said the state would not expand its Medicaid program under the healthcare reform law, which would broaden Medicaid access and be covered by federal funds.
