COVID-19 cases up in 28 states, down in 20, flat in 2

Over the last week, seven-day COVID-19 case averages have risen in 28 states, flattened in two and dropped in 20, according to data tracked by Baltimore-based Johns Hopkins Coronavirus Resource Center.

Data was last updated Nov. 21. New cases are measured per 100,000 people.
