PBM lobby selects new chief with government ties: 5 things to know

Alia Paavola -

The Pharmaceutical Care Management Association, a lobbying group representing pharmacy benefit managers, has named JC Scott president and CEO, effective Oct. 15.

Here are five things to know:

1. Mr. Scott will succeed Mark Merritt, who served as head of the lobbying group for 15 years.

2. Mr. Scott most recently was chief advocacy officer and head of external affairs at Advanced Medical Technology Association, a medical device lobby. He spent seven years representing the association.

3. "JC is an exceptional choice with a tremendous record of accomplishments, both in the regulatory sphere as well as legislatively," said Tim Wentworth, chairman of the association's board and CEO of Express Scripts."He has the policy depth and acumen in federal and state advocacy that will serve our association and industry well and set us on new paths of success moving forward. "

4. Earlier in his career, Mr. Scott worked as deputy director of policy for the House Republican Conference and legislative director for Rep. Deborah Pryce, R-Ohio, according to medical marketing and media website MM&M.

5. The association represents large PBMs such as CVS Caremark, Express Scripts, Aetna and Humana —that have been responding to heightened criticism as the federal government shifts its focus to drug pricing. President Donald Trump, drugmakers and legislators have blamed PBMs for raising the price of drugs.
