HHS releases guidance on direct enrollment for states using HealthCare.gov: 4 things to know

The Center for Consumer Information and Insurance Oversight issued new guidance concerning how individuals enroll in health plans on HealthCare.gov, Katie Keith writes in Health Affairs' ACA Round-Up.

Here are four things to know about the guidance, released Feb. 21.

1. The guidance aims to "enhance" the direct enrollment process for states using the HealthCare.gov platform. Direct enrollment allows individuals to apply for coverage and enroll in a plan via a web broker or insurer website.

2. Under the guidance, "Enhanced Direct Enrollment" would replace a direct enrollment pathway that currently requires users be transferred to the HealthCare.gov platform to determine subsidy eligibility during the application process.

3. CCIIO's guidance comprises three phases for the Enhanced Direct Enrollment pathway, depending on an insurer or web broker's ability to address complicated application scenarios, Ms. Keith writes. Insurers and directors can choose which they fall into for the 2019 plan year, but have to ensure they are ready for the appropriate phase.

4. CCIIO may also let direct enrollment entities choose their third-party auditors, a change outlined in the CCIIO's Proposed Benefit and Payment Parameters Rule for 2019. CCIIO recommends entities choose auditors by Aug. 15, according to the blog post.
