CMS bending Medicaid rules for work requirements

The Trump administration is skirting some federal regulations that direct states to assess how enacting Medicaid work requirements will affect beneficiaries, according to the Los Angeles Times.

Four things to know:

1. In most cases, federal regulations currently direct states that are seeking Medicaid changes to estimate the effects on coverage before launching any initiative, according to the Times.

2. A Times analysis found none of the eight states CMS has allowed to roll out Medicaid work requirements has a plan to track how the change will affect enrollees.

3. In addition, nine of the 17 states that have requested permission from CMS to implement Medicaid work requirements got approval from the agency despite failing to calculate how many enrollees could lose coverage.

4. In a written statement to the publication, a CMS spokesperson said the agency doesn't believe states have to complete enrollment calculations. "Transparency regulations do not require that states provide precise numerical estimates of coverage impacts, which are difficult to predict in many types of demonstrations," according to the report.
