Florida Governor Signs Medicaid Overhaul, Shifts Program to Managed Care

Florida Gov. Rick Scott has signed two bills that will significantly reform the state's Medicaid program, shifting the program to managed care, according to a Miami Herald report.


The legislation creates 11 HMO regions in which managed care plans would compete for contracts for each region. Seniors covered by Medicaid who require long-term care would have to enroll in a managed-care plan by Oct. 2013, while the broader Medicaid population would be enrolled by Oct. 2014.

Proponents of the overhaul say the change will help manage the program's costs. Providers are required to generate a 5 percent savings in the first year, which would generate a $1 billion reduction in spending for the state, according to the report.
