White House guidelines for AI regulation warn against stifling innovation

A proposal released by the White House regarding federal regulation of artificial intelligence suggests taking a more lenient stance toward technological oversight.

A memo describing the proposal's core principles emphasized the need to prioritize innovation over unnecessarily strict regulation: "The importance of developing and deploying AI requires a regulatory approach that fosters innovation, growth and engenders trust, while protecting core American values, through both regulatory and nonregulatory actions and reducing unnecessary barriers to the development and deployment of AI."

The memo continued, "To that end, federal agencies must avoid regulatory or nonregulatory actions that needlessly hamper AI innovation and growth. … Agencies must avoid a precautionary approach that holds AI systems to such an impossibly high standard that society cannot enjoy their benefits."

The White House proposed 10 principles to guide the formation of "regulatory and nonregulatory approaches to the design, development, deployment and operation of AI applications." Those principles include public trust and participation in AI, scientific integrity, nondiscrimination and security, among others.
