Republicans call for test-drive of CBO's new cost simulator

Senate Republicans want the Congressional Budget Office to release details of its new Health Insurance Simulation Model ahead of a planned spring 2019 rollout for peer review and testing.

The CBO's current cost estimator dates back to the mid-2000s. The new model is currently in the development and testing phase. The CBO planned to test the new model using the current one as a reference point.

In a joint letter to the CBO, Senate Republicans from the Budget Committee called on the CBO to test-drive the model by re-analyzing the ACA to see if the new simulator can produce estimates of federal spending and coverage that are closer to actual amounts observed since the law was enacted.

"This type of real-world testing not only could serve to validate the model but would help further the goal of developing a new model that is capable of producing more accurate estimates for members of Congress and the public," the senators wrote.
