GOP only has simple-majority vote until end of month, parliamentarian rules

Senate parliamentarian Elizabeth MacDonough has ruled that the budget reconciliation rule that would allow the Republican party to pass healthcare legislation with only a simple majority will expire at the end of September, according to CBS News.

Republican leadership attempted to repeal and replace the ACA earlier this summer with the knowledge that they would only need 50 votes to pass any legislation, utilizing Vice President Mike Pence as a tiebreaker. However, their final "skinny" repeal was defeated 51 to 49 after three GOP senators siding with Democrats, effectively putting a stop to unilateral healthcare action.

Though lawmakers have many other legislative priorities as they return from their August recess, the Senate Health, Education, Labor and Pension Committee plans to hold bipartisan hearings on healthcare reform beginning this week.
