County Approves Smaller Board for Miami's Jackson Health System

A county commission approved a new, smaller board for Miami-based Jackson Health System yesterday, according to a Miami Herald report.

Last year, a temporary seven-member financial recovery board oversaw the system. That structure was set to expire in May, and the system's former 17-member board would then resume governance.

Commission Chairman Joe Martinez proposed keeping the seven-member board in place. Under his plan, existing members would be reappointed, and a nominating council would be established, which would include a majority of the board to select future members. Nominees would need approval from the county commission.

Mr. Martinez said a smaller board can operate more quickly and without unnecessary interference from politicians. The present chairman of the recovery board, Marcos Lapciuc, strongly supported a smaller board as well.

Jackson President and CEO Carlos Migoya previously said the seven-member board helped him meet with individual members outside of public meetings, according to the report. These discussions often lessened the discord between executives and board members during public meetings, resulting in less disagreement compared with meetings with the larger board, according to the report.

The change does not sit well with everyone, however. Martha Baker, president of Service Employees International Union Local 1991, said the vote is a "very well-orchestrated power grab" by Mr. Migoya, according to the report. Some county commissioners also opposed the measure — one worried about creating a "board for life" that would repeatedly reappoint itself, according to the report.
