Spencer Knapp, general counsel at Burlington-based University of Vermont Health Network, is departing at the end of September.

Mr. Knapp plans to "focus professionally on regional and national health law," according to a hospital statement. He has served the organization in various roles since the 1970s, including as outside counsel. He also helped lead the formation of the UVM Health Network six years ago.

Eric Miller, the organization's deputy general counsel, will succeed Mr. Knapp Oct. 1. He served as U.S. Attorney under President Barack Obama and previously as principal and managing partner at a local law firm.

University of Vermont Medical Center in Burlington, UVM Health Network's flagship hospital, has been in the midst of contract negotiations with the Vermont Federation of Nurses and Health Professionals, a union representing about 1,800 licensed practical nurses, registered nurses and nurse practitioners at the hospital. On Aug. 22, the nurses protested as hospital officials made a budget presentation to state regulators, and the lead negotiator for the union resigned from talks two days ago.
