Dr. Julie C. Howard Fined for Violating Patient Privacy Laws in Iowa

Julie C. Howard, MD, a family practitioner from Mason City, Iowa, has been fined $2,500 and publicly reprimanded by the Iowa Board of Medicine for violating patient privacy laws, according to a Globe Gazette news report.

According to the news report, Dr. Howard allegedly improperly accessed the medical records of patient who was not under her care, which is in direct violation of the Health Insurance Portability and Accountability Act. Dr. Howard has denied all wrongdoing but did settle the charges with the board of medicine.

Dr. Howard is now pursuing a lawsuit against her former employer, Mercy Medical Center-North Iowa in Mason City, Iowa. Dr. Howard alleges the hospital terminated her from the residency program without due process, according to the news report.
