Bill Aims to Amend HITECH, Modify Meaningful Use Requirements

A new bill has been proposed by Rep. Diane Black (R-Tenn.), which aims to reduce regulatory burdens for Medicare providers and tailor meaningful use requirements to better meet their needs, according to a Healthcare IT News report.

The Electronic Health Records Improvement Act proposes amendments to the Health Information Technology for Economic and Clinical Health Act of 2009, which established financial incentives for providers who demonstrate meaningful use of electronic health records.

The legislation proposes creating a hardship exemption for small physician practices and physicians nearing the age of retirement who are struggling with the financial burden of implementing EHRs.

The bill also proposes shortening the reporting period for Medicare EHR payment adjustment applications and involving rural healthcare providers in the EHR Incentive Program by defining them as eligible providers. The Act would also create a more formal appeals process for providers who receive penalties and wish to appeal them.

The legislation has now been referred to House committees, according to the report.
