Beginning in December, insured emergency department patients will be required to pay their insurance co-payments for prescription drugs. Those who are not insured will be required to pay a $40 deposit or apply for charity care at the hospital, according to the report.

Hospital officials said the emergency department faced more than $1 million in bad debt in August alone, according to the report.
