You should start by partnering with a consulting firm and spend time with staff at all levels (business analysts/supervisors/managers, instructional designers and business owners) to assess existing skill sets and knowledge. Second, have the firm provide recommendations based on the review of existing policies and procedures to ensure they support the current EMR system for the physicians and hospitals.
