Health policy experts said the total cuts exceed what any other state has done so far, and the state may be blurring the line between making Medicaid more efficient and restricting care for the poor and disabled all together, according to the report.
In November alone, roughly 90,000 people were cut, but the Pennsylvania Department of Public Welfare said those who were removed from the rolls were dead, had moved or were simply ineligible. Overall, roughly 18 percent of Pennsylvania residents receive some form of Medicaid, which is down a half percent from August, and the program takes up roughly 41 percent of the state budget, according to the report.
