New Hampshire at risk of losing Medicaid funding over hospital donations: 3 things to know

CMS said New Hampshire may lose government funding for its Medicaid expansion program due to concerns the state is out of compliance with federal requirements.

Here are three things to know.

1. New Hampshire's Medicaid expansion program was signed into law April 2016, The Keene Sentinel reports. To fund the state's portion of the government program, New Hampshire receives donations from healthcare providers.

2. In a July 25 letter to Jeffrey Meyers, commissioner of the New Hampshire Department of Health and Human Services, CMS said the state's use of provider donations to fund its share of Medicaid expansion costs may establish an illegal quid pro quo relationship between providers and the state.

"In the case of the New Hampshire's arrangement, CMS believes there is a relationship between the donations and Medicaid payments because Medicaid expansion is conditioned on the receipt of donations as articulated in New Hampshire legislation."

3. New Hampshire has until the end of fiscal year 2018 to bring the state's share of the expansion program into compliance. If the state's next budget excludes necessary provisions, CMS would deny government funds for the expansion program.
