Top 10 States With Highest Rates of Enrollment in Pre-Existing Condition Plans

President Obama's healthcare reform law includes a provision that creates pre-existing condition insurance plans, designed and operated either by the state or federal government, for consumers with pre-existing conditions that have been uninsured for six months. As of Aug. 2011, 23 states and Washington, D.C., employ a federally administered plan, and 27 states have their own state-run pre-existing condition plans.

Here are 10 states with the highest volume of consumers enrolled in pre-existing condition plans as of Aug. 31 2011, according to data recently published by Kaiser Family Foundation.

1. Pennsylvania — 3,926 people
2. California — 3,368 people
3. Texas — 2,650 people
4. North Carolina — 2,146 people
5. New York — 1,998 people
6. Florida — 1,906 people
7. Illinois — 1,699 people
8. Ohio — 1,648 people
9. Georgia — 1,060 people
10. Oregon — 998 people
