Highmark in Delaware requests 34% rate increase for individual market plans

Wilmington-based Highmark Blue Cross Blue Shield of Delaware requested an average 33.6 percent rate hike for individual ACA exchange plans next year, according to Smyrna-Clayton Sun-Times.

The proposed increase assumes the ACA's cost-sharing reductions, which help insurers offset the cost of providing discounted deductibles to low-income ACA health plan enrollees, will discontinue in 2018.

The proposed increase requires Delaware Department of Insurance approval.

Highmark BCBSD is the sole insurer in the state to file ACA exchange policies and rates for next year, according to the report.
