Here are 10 states with the greatest number of active physicians per 10,000 civilians in 2008, according to data recently published by the Kaiser Family Foundation. "Active physician" is defined as one currently engaged in patient care or other professional activity for at least 20 hours per week.1. Massachusetts — 43.6

5. Connecticut — 36.6
