Clinton Foundation's health arm debating ethics of foreign gifts

The Clinton Health Access Initiative — the public health arm of the Clinton Foundation — is considering limiting donations from foreign countries if Democratic presidential candidate Hillary Clinton wins the election this fall, according to a report from Reuters.

The Clinton Foundation said last week many of its activities, such as those involving climate change and economic development, would no longer accept foreign donations, according to the report. This decision was meant to help prevent criticisms that foreign donors are seeking favors from Ms. Clinton in return for their philanthropic gifts, according to the report.

However, CHAI operates as a separate legal entity from the foundation, albeit a large one. According to the report, CHAI was responsible for 60 percent of the foundation's spending in 2014. A spokeswoman told Reuters the program is still determining its approach.
