Massachusetts missed some EHR incentive payments for eligible hospitals, overpaid others

The Massachusetts Executive Office of Health and Human Services’ Office of Medicaid overpaid some hospitals while underpaying others for federal and state EHR payments, according to the Office of the Inspector General.

The state office overpaid 13 hospitals $2.7 million and underpaid 6 hospitals $564,000, issuing overpayments totaling $2.1 million. In addition, the office neglected to report two hospital incentive payments to the National Level Repository at CMS. Because these payments were part of a series of three-year payments, all payments after calendar year 2012 to these hospitals are also incorrect, according to the report. The adjustments to the payments will total $1.7 million.

The OIG has recommended the state review the payments made to all hospitals after refunding the overpayments, as the group of 25 hospitals for which the agency reviewed payments are only a sample of the total Massachusetts hospitals eligible for EHR incentive payments.
