4 things to know about North Carolina's proposed Medicaid reform plan

Gov. Roy Cooper, D-N.C., unveiled a proposed 77-page oversight plan for North Carolina's Medicaid reform.

Here are four things to know about the oversight plan.

1. Under legislation signed into law September 2015 by former Republican Gov. Pat McCrory, North Carolina will transition its $14 billion Medicaid program from a fee-for-service model to a managed care system, according to WRAL.

2. The Cooper administration's oversight plan — which maps the proposed design for Medicaid managed care in the state — includes transferring the program to three statewide managed care organizations, likely through commercial insurers. In addition, provider-led entities would offer products in up to 12 regions under the proposal.

3. The oversight plan also includes proposals to integrate behavioral health services into all Medicaid managed care products. It would put more focus on opioid addiction initiatives as well.

4. The N.C. Department of Health and Human Services is accepting comments on the Cooper administration's oversight plan through Sept. 8. DHHS anticipates the first five years of Medicaid reform, potentially beginning in 2019, would save the state $400 million, Winston-Salem Journal reports.
